Barry has led diverse delivery teams across several Australian Government agencies, including Department of Health, the Australian Digital Health Agency, Department of Defence, Department of Home Affairs and CSIRO. Barry’s contributions range across portfolio optimisation, complex program and project governance, PMO establishment, ICT transformation, strategic planning, operating model design, workforce planning and strategic sourcing. Barry’s specialises in the Defence Capability Lifecycle, from pre-Gate Zero Strategy and Concepts, through to post-gate Two acquisition and sustainment. He brings strong skills in capability development, including risk reduction and user requirements setting, tender development, senior approval committee and Government submissions, workforce planning, and capability realisation planning.
Barry brings recent experience leading complex capability assurance programs including the Special Operations Program and the Soldier Combat Systems Program. Barry works closely with delivery agencies (CASG, CIOG, DSTG and E&IG), Central Agencies and Industry partners to develop innovative approval, development and acquisition pathways aligned to capability scope, complexity and risk. Barry also brings recent experience advising CASG on capability options analysis, including international capability benchmarking and value for money analysis. Barry’s experience developing capability requirements and associated acquisition strategies with SOCOMD, CIOG, E&IG and CASG provides him with a unique perspective – he understands the balance required between process discipline and operational/acquisition agility.
