Oxana joins us from Palladium International’s Pacific Labour Facility (PLF), where, as the Demand Lead, she headed a multi-state team responsible for nation-wide promotional activities to elevate the uptake of the Australian Government’s Pacific Labour Mobility programs amongst regional and rural industry and businesses.
A highly experienced international development, policy, and immigration reform practitioner, with over 15 years of professional experience, Oxana has worked in more than a dozen countries across the Pacific and South East Asia. Her work has generated tangible improvements in regional development, international capacity building, workforce skills improvement, indigenous governance, and immigration initiatives.
A former senior officer of the Department of Foreign Affairs and Trade and Home Affairs, Oxana has a deep expertise in labour mobility, migration, new market development, strategic partnerships, and business strategies for growth. Oxana is one of the architects of the Pacific Labour Scheme and is a recipient of the Australia Day Award for Excellence in Policy Development (2018). During her PLF tenure, she was integral in initiating and cementing formal partnerships between governments (state, Federal and international), Australian and Pacific private industry, education providers, and private sector and civil society stakeholders.
An experienced program manager, in her early career, Oxana managed Regional Skilled Migration and Humanitarian Settlement programs with the Victorian State Government, and later she was integral to developing and implementing programs, both in Australia and internationally, such as the Seasonal Worker Program, Refugee and Humanitarian Settlement program, Empowered Communities national Indigenous reform in the West Kimberleys and many others.
Oxana’s specialties include: policy development and implementation, program management, stakeholder and influencer engagement, high impact BD activity, content marketing, strategy development, social enterprise and investment and women’s economic empowerment.
